Is it possible to either:
1) Create another page like the home page
2) create a category that acts like a home page.
Im looking to build an "elections 2016" page with access to posts, social media feeds, make a gallery,breaking news feed, etc.

Unfortunately neither of these things are possible at the moment.
I can submit this as a feature request to the developer however, I really like that idea and it would be nice to implement like that.
For now you have to do some customization to get that done.

One more question then. How Do I access the content that goes into the Featured Posts Page?
To try and play with the design of the page, im trying to layout the 2 or three columns after the page content, to do this im accessing page attributes > Template > Featured Posts List
Where is that "List" coming from? I checked categories, and that's not it!!

You can select and deselect your featured posts via the Featured column on the post list page.

I was thinking of installing this theme also ... and google showed me to this page. I was thinking about the same thing. I kinda get it now. Been using wp with many themes and Johns answer sounds logical :P My buddy has installed WP to me so I only want to know if I can get this theme to look similar to my current website? http://vippivertailut.fi but with featured post on the front page?
The Fox theme by default does not look much like that theme you have linked below.

If you want to have it look exactly like that, it would require some customization to be done.
if you want to look something like that it should be no issue and yes you can get your featured/sticky posts up front if you want.

We have been having some issues with the theme. Or, at least, that is what our host provider is telling us. It's very possible that it's some of the plugins, but we tested all the plugins with a different theme, (27 - the WP default template) We've tried to turn on/off each plugin, one at a time, and then test the speed of the site. (it not a fun process)
We really like your template, we do not want to change it, and we have tried to return your email requesting our activation code. We are happy to pay for your time. We just need some help.

There are several suggestions on what you can do to improve performance.The ones that stick out are serving of scaled images. This simply means you should serve smaller side images to save on bandwidth. There is a good list of plugins you can use to optimize your images here https://premium.wpmudev.org/blog/10-best-image-optimization-plugins-to-speed-up-your-wordpress-site/.
We know adding more plugins is not good for performance but you can add - optimize and disable the one you choose.
Another thing you might want to reduce is the number of external media players you have on the site. This is causing a lot of DNS lookups.
A final thing you can use is autoptimize to join your sites CSS and JS into single files.If that does not improve performance consider using a caching plugin on top of that.
